The mobile inclusive resource center is a unique special purpose vehicle for inclusion tasks

The availability of education for everyone, the most effective educational process, the possibility of eliminating social isolation - these are the tasks facing inclusion in Ukraine. And one of the starting concepts for inclusive education is the understanding that education is the fundamental right of every person and the basis of the formation of society.

Inclusive education as an educational technology involves the education of children with special educational needs in a regular or specialized educational institution, where all appropriate conditions will be created. And one of the most important conditions is the availability of high-quality and maximally effective specialized equipment designed for such educational needs. At the same level as schools, specialized educational centers - inclusive resource centers (IRC) have been created exclusively for the education of children with special educational needs. IRCs are intended for children with special educational needs aged 2 to 18 who plan to receive preschool and general secondary education. As of 2021, 638 inclusive resource centers and 2,465 institutions with inclusive education have been established in Ukraine. In total, more than 150,000 applications for education were submitted to the IRC alone, the number of children with special educational needs is much higher in regular schools. In addition, the number of people who need psychological and pedagogical help, support and accompaniment is constantly growing, and not all children have the opportunity to study directly at the IRC.

Mobile IRC – a new approach in providing comprehensive psychological and pedagogical assistance to children with special educational needs

New challenges require the implementation of completely new and effective methods of providing comprehensive psychological and pedagogical assistance for adaptation, rehabilitation and socialization of persons with special needs. At the moment, an important issue for both IRC and regular schools is the safe transportation of children to and from school. Such tasks require special-purpose vehicles – school buses specially equipped for the needs of inclusion, and mobile inclusive resource centers. If a specially equipped school bus performs the role of convenient and comfortable transport, then a mobile inclusive resource center is a complete and maximally equipped IRC. First, the mobile IRC is equipped with all the necessary equipment for a comprehensive assessment to determine special educational needs and diagnostics. Secondly, in such a special purpose vehicle, you can fully conduct classes and provide psychological-pedagogical and correctional services, as if the classes were held directly in an inclusive resource center.

For IRC cars and specialized school buses, the following are structurally provided for:

• ladders and lifting equipment for children with disabilities - ramps and/or lifts;

• convenient and comfortable places and seats, manufactured and placed in the car interior in compliance with all requirements and safety standards - three-point seat belts, orthopedic construction, etc.;

• separate areas for carts with four safety belts;

• availability of additional lighting, noise and heat insulation, air conditioning;

• equipping the car with the necessary equipment for conducting diagnostics and providing the services of such specialists as a psychologist, speech therapist, defectologist, deaf pedagogue and others.

The presence of a mobile inclusive resource center will enable:

• to make the work of the IRC significantly more mobile - to travel and work with children who do not have the opportunity to stay and study in the premises of the IRC or live in remote areas;

• respond promptly and provide methodical and advisory services in a timely manner;

• carry out a comprehensive assessment and diagnosis to determine the special educational needs of children at their place of residence;

• provide methodical and advisory assistance in preschool and general secondary education institutions;

• provide additional psychological-pedagogical and correctional services to children with special educational needs.
